Why it matters

Made Montenegro the EU's accession front-runner: target of closing all chapters by end-2026 and membership in 2028. Defence spending topped 2% of GDP.
EBRD lifted the 2026 forecast to 3.1% in September 2026 (World Bank: 2.9% in April). Tourism and investment drive the growth.
Tourism wealth funds services, but the seasonal economy traps workers in precarity. EU accession is sold as the escape route.
NATO member since 2017; EU candidate closest to the finish line. The alliance portfolio is nearly complete.
