Why it matters

Claims 5.6% GDP growth in 2025 (government figure); mining reforms generated CFA 18.4bn for local development and CFA 109bn for infrastructure funds; AES confederation founded.
Mining code overhaul and local-content funds; lithium projects (Goulamina); AES infrastructure ambitions mostly declaratory.
Army and Russian auxiliaries implicated in civilian massacres; critics jailed; the 2025–2026 security collapse undermines every claim of protection.
The sovereignty general: expelled France, ended MINUSMA, and made Mali the AES anchor — popular with pan-Africanists, alarming to neighbors.
