Record & power

Record score	36
Power score	21

Country momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

Why it matters

None recent: the 2018 peace deal (which ended a war that killed ~400,000) is effectively dead; rival Riek Machar under house arrest since March 2025, on trial for treason.
No megaprojects; Juba's infrastructure is donor-built; oil field development stalled by conflict.
Civil war legacy of mass atrocities unaddressed; opposition figures detained; press and civic space minimal.
IGAD and AU press for the peace deal's revival; oil exports flow through Sudan's war zone — Khartoum's collapse threatens Juba's revenues.
