Country momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

• First term kept democratic stability (2022 coup attempt thwarted); re-election with 55.94% despite 59% abstention shows resilient but tired democracy.
• Deep-water port ambitions; tourism infrastructure; no major completed megaprojects.
• Democratic participation real but abstention at 59% signals disengagement; youth opportunities thin.
• No independently verified current military expenditure figure published; tiny defense forces; no external threats — spending minimal.
