Paul Biya

President — Cameroon

Country momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

• Kept Cameroon formally united through decades of crisis; oversaw modest infrastructure (Kribi port, dams) — but at the cost of institutional decay.
• CEMAC's largest economy but growth sluggish (~3-4%); oil, cocoa, and timber revenues captured by a narrow elite.
• Anglophone crisis has killed thousands with abuses by both sides; arbitrary detention, torture, and press intimidation routine.
• Traditional French ally drifting toward diversified ties; CEMAC anchor; strained by the Anglophone crisis and Boko Haram spillover.
