Horta Inta-A Na Man

Transitional President — Guinea-Bissau

Country momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

• No civilian record; the transition's sole credential is organizing the December 6, 2026 elections. Embaló announced September 29, 2026 he will return October 4 to run — legality disputed.
• No megaprojects; infrastructure ambitions reset with every coup.
• Citizens are bystanders to yet another military intervention in one of the world's most coup-prone states.
• ECOWAS condemned the coup; transitional authorities navigate regional pressure while the electoral commission reported armed men seizing ballots.
