Power score	59

Country momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

Why it matters

Portugal's minority premier — a fourth straight budget surplus, stability as the product.
Q2 grew 0.8% quarter-on-quarter, joint-seventh in the EU; Chega's no-confidence vote survived.
A NATO founder and EU member; the Azores bases keep the US alliance tangible.
The housing crisis is where the surplus should go next — prosperity that skips the young.
