Why this score — the assessment, decomposed

The 26.86/100 rests first on Command & control (65.00), Combat experience (50.00), Alliances (48.12). The binding constraints: Air power (8.00), Submarine force (8.00), Nuclear survivability (6.50) — in a causal model, capability can never rise above its weakest observed link. What would move the needle: Air power (8.00) — the weak link in the spending → equipment → readiness → capability chain.

  • Alliance architecture adds a +5.78 bonus.
  • Nuclear deterrence contributes a capped +0.57 bonus — it cannot manufacture top-tier conventional standing on its own.
  • Extreme defense burden applies an economic-strain penalty of −4.00.
  • Force mass is capped by what equipment, training and sustainment can actually support — headcount alone scores nothing.

10 of 24 dimensions could not be observed (Equipment quality, ISR & intelligence, Missile forces, Air defense, Cyber & space, Strategic lift…); missing data caps the score — it never inflates it.

Note

the military's primary missions are defending Tonga's sovereignty, providing maritime security, and protecting the King; it is also responsible for humanitarian assistance and disaster relief, search and rescue operations, monitoring against illegal fishing, and delivering supplies to the outer islands; the military has contributed limited numbers of personnel to multinational military operations in Afghanistan, Iraq, and the Solomon Islands; Australia, New Zealand, and the US are key partners Tonga has a "shiprider" agreement with the US, which allows local maritime law enforcement officers to embark on US Coast Guard (USCG) and US Navy (USN) vessels, including to board and search vessels suspected of violating laws or regulations within Tonga's designated exclusive economic zone (EEZ) or on the high seas Tonga participated in World War I as part of the New Zealand Expeditionary Force, but the Tonga Defense Force (TDF) was not established until 1939 at the beginning of World War II; in 1943, New Zealand helped train about 2,000 Tongan troops who saw action in the Solomon Islands; the TDF was disbanded at the end of the war, but was reactivated in 1946 as the Tonga Defense Services (TDS); in 2013, the name of the TDS was changed to His Majesty’s Armed Forces of Tonga (HMAF) (2025)

Magna assessment

MILITARY POWER 26.86/100 — The Magna Military Power score is our 0–100 measure of causal military capability — 24 dimensions (mass, equipment, readiness, projection, industry, nuclear deterrence), aggregated through a dependency graph, never by simple addition.

Momentum 0 — Quarterly momentum: the Bureau's read on the country's trajectory over the last quarter, from −10 (deteriorating fast) to +10 (accelerating).

No single event defined Jul–Sep 2026. The country's position is the product of long-cycle forces — geography, trade, neighbours — all of which held steady.

Momentum at zero is not stagnation; it is the accurate record of a quarter without a catalyst.
